The Town of Candor has a progressive government that offers a wide variety of excellent services to our citizens. The Town operates under the Mayor-Commissioner form of government. Under this form of government, the Mayor and Board of Commissioners are responsible for setting policy for the Town. The Mayor and Board of Commissioners hire a Town Clerk who is responsible for implementing Board policy and managing the day to day operations of the Town.
Candor elections are held every four years for the Mayor and Commissioners with the Commissioners elected to staggered four year terms. These elections are non-partisan and are held at-large rather than by district. The Board of Commissioners meets the first Monday after the fifth of every month at the Town Meeting Room. The Town also has a Planning and Zoning Board which meets on an as needed basis. The Board of Commissioners also serves as the Board of Adjustments.

The Administrative Department includes the Town Clerk and a part time assistant. This department is responsible for providing support to the Town and all of its other departments. The staff is responsible for water/sewer billing and collections, municipal tax billing and collections, zoning, payroll, accounts payable, accounts receivable, and benefits administration for all departments. Administrative personnel can help citizens establish their water/sewer accounts, provide information on all Town functions and services, and handle all planning and zoning related questions. The Town of Candor Police Department is located at 208 S. Main St. in the same complex as the Town Hall. The police department currently has five full time officers and 2 reserve officers. The Town of Candor Police Department works hard to make Candor a safe place for all of its citizens and strives to keep the crime rate the lowest in the County.
The Town of Candor Public Works Department is responsible for a wide variety of services to the citizens of the Town. Personnel in this department are responsible for the maintenance of the Town’s water and sewer lines, the operation of its wastewater treatment plant, the maintenance of Town facilities, providing water and sewer taps and many other tasks. The department is also on-call to respond to water and sewer emergencies. The Town of Candor’s wastewater treatment facility is the only spray irrigation system in the County. The effluent is applied to over approximately 42 acres of spray fields located off Old Barn Rd. 2 ½ miles east of Town.
The Town contracts with Allied Waste to provide solid waste pickup for its citizens. Garbage is picked up once a week on Tuesdays and only trash in the Allied Waste containers will be picked up. Currently the Town does not offer any recycling programs but Uwharrie Environmental Regional Landfill has a variety of recycling programs and is located in nearby Troy. The Town does provide curbside brush pickup. Leaves, pine straw and grass clippings must be bagged or in sheets and brush must be no more than 6 feet in length stacked evenly curbside. Brush and debris other than brush cannot be mixed together. For your convenience a solid waste disposal site is located on Vivian St., open five days a week.
The Town of Candor Fire Department is an all volunteer department, currently with 22 active members. The Fire Department boasts an ISO rating of 9, which helps to keep the homeowner’s insurance rates low for our Town. The Department is dedicated to the continued protection of Candor and the surrounding areas. The Department is also involved in education and fire prevention by conducting various fire safety programs, providing presentations at our local school, and by interacting with the general public. PARKS AND RECREATION
Fitzgerald Park is located on the corner of Railroad Street and Tomlinson Street. The park includes: green space, basketball goals, a gazebo, and a tot lot. Fitzgerald Park is also where the Peach Festival is held.

The Town of Candor has a Farmers Market located at 165 Farmers Market Rd. This provides a venue for local farmers to sell their home grown produce.
The Town of Candor’s library is located at 138 S. School St. next to the Fire Department. Librarian is Diana Steed and hours of operation are Monday through Friday 1 p.m. to 5 p.m. The library provides educational material, literature for avid readers and internet service.
